Instead, the tool rebuilds it: it picks an FDA layout that works for your package, keeps every text size at or above the legal minimum, and makes the text as large as the space allows.

Add up all the surface on the package that could carry labeling, not just the spot for this label. The FDA uses this number to decide which layouts are allowed: packages under 12 sq in qualify for compact layouts, packages up to 40 sq in qualify in some cases, and larger packages do not.
